Follow these steps to create a background blog:

A. login to blogger with your id

2. Then go to 'design' -> edit HTML

3. Check the Expand Widget Templates

3. Find this code body {

4. Add the following code under the code 'body {'

background:#000000 url(http://petir-project.googlecode.com/files/zuaz-petir.gif) no-repeat center fixed;

5. Then 'Save Template' and see the results.
